Forced by the NSA to attend a press conference to apologize for her drunken partying behavior which has been splashed over the tabloids, Phantom Lady loses her temper and storms out of the conference. A carefully staged attack by a terrorist group who – unknown to the Freedom Fighters – were hired by the government to make the Fighters look good goes wrong when Phantom Lady arrives drunk and kills one of the terrorists. In the SHADE labs, meanwhile, Red Bee emerges from her cocoon. Attempting to hold an intervention with Phantom Lady, Uncle Sam and the others try to make her see what her destructive impulses are doing to her. After Phantom Lady’s killing of the staged terrorist, the NSA director Robbins suggests a new plan where selfless, unassuming heroes work just for the public good. Once the public have warmed to them, the government will offer them a job. Robbins, however, wants to use the Freedom Fighters as “heroic sacrifices” which the President will not sanction. Phantom Lady, in despair over what her life has become, attempts suicide by slashing her wrists.
